SUBJECT:   May 7th Agenda and Meeting Location

Attached are the proposed agenda and documents that we will be reviewing at our May 7th meeting in Portland. Also included are the draft meeting notes from our March 12th meeting.  Please review these minutes to make sure we captured the decisions made at the March meeting accurately.

We have nine topics to address at this meeting. The first is decision on proposed deemed values for the energy savings associated with efficiency upgrades to air source heat pumps and central air conditioners on manufactured homes.

The second item on our agenda will be a presentation and discussion of an analysis of the impact that revisions to the Washington State Energy Code will have on the estimated savings from Super Good Cents single-family homes. These changes take effect July 1st of this year.  Since they will impact the ?baseline? space heating and cooling energy use for new electrically heated homes in Zone 1, they will also change the savings from all other measures (e.g. air source heat pumps) that could be installed to improve the efficiency of new homes.

The third item on our agenda will be a presentation by Sidney Clouston of Clouston Energy Research on a proposed Renewable Resources Research and Demonstration project using Anaerobic Digester to generate electricity.

The fourth items on our agenda will be a presentation and decision on proposed ?deemed? values for qualifying Energy Star residential refrigerators.  Several utilities and BPA have requested that we develop ?deemed? values for Energy Star refrigerators because of the administrative burden placed on them to collect model specific information in their programs in order to claim a C&R Discount credit.

The fifth item on our agenda is a review and decision on proposed deemed values for ?tankless? water heaters. Many of these systems have Energy Factors that meet the RTF's minimum requirements, but because they do not have ?tank losses? our current deemed values more efficient tanks do not apply.

The sixth item will be a presentation and decision on a proposed deemed calculation method for variable speed drive applications on milking machine vacuum pumps. This proposal is based on several metering projects conducted by BPA over the past two years.

The seventh item will be a discussion and decision on a proposed protocol for estimating the savings from re-conductoring to reduce line losses. This proposal has been discussed at prior RTF meetings and is now (hopefully) ready for final approval.

The eighth item on our agenda will be a presentation and continuing discussion of the space conditioning interaction factors for more efficient lighting in commercial buildings. As you may recall, we have contracted with Carol Brown, a Portland engineer, to review these values and to update them with more recent information of building lighting levels and HVAC efficiency. She will describe how she revised her prior analysis and provide us with recommended values for several new and existing building types in five locations across the PNW.

The last item is a presentation and decision on a proposed ?deemed values? for GFX wastewater heat recovery devices. As you may recall, we added the application of this technology to the ?eligible measures? list at a prior RTF meeting. We also agreed that the staff would attempt to develop deemed values for its application in residences.
