2023 Annual Report

The report details the RTF’s many accomplishments in 2023. This includes maintaining and updating its measure library; expanding the measure library; and refining the RTF’s tools to further support energy efficiency and demand response work. In looking to continue to develop energy efficiency measures applicable to the region, the RTF spent time in 2023 researching the electric vehicle market with a specific lens on identifying energy savings opportunities.

During this quarter, the RTF expanded the measure portfolio by adding the Efficient Portable Electric Spas UES and deactivated some applications in the Residential Lighting UES. These deactivations were celebrated as they represent the significant accomplishments in past residential lighting programs. In addition, the RTF looked ahead to 2024 by discussing the RTF 2024 Work Plan and adding performance metrics to the residential HVAC measures to support programs offering air conditioning and heat pump measures next year. The RTF spent the second quarter of 2023 primarily focused on considering updates to existing measures, approving changes to nine UES measures. These measures covered a broad range of technologies from pumps to thermostatic shower restriction values to the majority of the RTF's suite of weatherization measures. The RTF also reviewed the completion of the first calibration task of the new Residential Energy Efficiency and Demand Response (REEDR) tool. Two of the non-measure specific subcommittees, the Implementers Group and Small and Rural Utilities, also convened this quarterly to discuss recent RTF decisions and share member priorities.

The RTF had a busy start to 2023 updating three UES measures and one standard protocol, deactivating one UES measure, and adding two new measures to the portfolio. In addition, the RTF reviewed the results of a number of studies and projects completed last year, including explorations on the impacts of low global warming potential (GWP) refrigerants on energy efficiency, methodology to value building resilience, and a framework for assessing energy efficiency and demand response wholistically. With the last quarter of the year, the RTF was able to accomplish a great deal to wrap up 2022. Members adopted updates to two existing UES measures, Green Motor Rewind and Non-Residential Midstream Lighting. The RTF tackled some challenging non measure work, including providing insights on how to advance commercial whole building performance-based approaches and identifying a path forward for considering dual fuel heat pumps. The third quarter of 2022 has come and gone and the RTF was able to get a lot done over the summer. Members adopted a few new standard protocols, a new gas measures, and revisited an old standard in residential lighting. They even had time to focus on some extra-measure work getting updates from contract analysts on ongoing regional end use load research, the development of a new residential analysis model, and a study on extreme weather impacts.

With another quarter in the books, the newest class of RTF members is hitting their stride and keeping the RTF running seamlessly. 2022 marks the start of a fresh term for a new class of RTF members. Findings from the 2021 Power Plan

At their February 2022 meeting the Council voted to approve the 2021 Northwest Power Plan. This culmination of years of work by staff, Council members, and many participants from around the region reveals very different results than we have seen in Plans past. Air Source Heat Pump White Paper

In January of 2021 RTF staff made available a white paper summarizing the energy impacts of installation practices on single-speed air-source heat pumps installed in residences in the Pacific Northwest Region. The goal of the paper was to provide a technical explanation of the impact of installation practice to help identify promising directions for program evolution. It was written with energy efficiency program operators in mind with the energy impacts presented as recommendations for consideration in program designs.

This quarter has seen the RTF into uncharted territory, we had our first all remote meeting in March and haven’t met in person since. Here at the RTF we’re adapting to our new all remote reality as best we can with a number of changes to the traditional RTF meeting structure.  All meetings through the end of the year have now been shifted to a webinar format.  To accommodate virtual participation as best we can, all remaining meetings have been shortened to half days (9:00am to 1:00pm) and a second meeting day has been added to July, September and October in hopes of getting through more of the work plan. Request for Proposals: Contractor for Regional Conservation Progress Survey

The RTF is issuing a request for proposal to support the Regional Conservation Progress (RCP) report. Every year, the RTF conducts a survey of the region’s utilities, NEEA, and the Energy Trust of Oregon to gather information on energy savings and expenditures. This year, the RTF is seeking data for 2018 program savings and expenditures. The findings of this data collection will be reported to the Council as part of the annual RCP report.

Request for Proposals: Development of Hourly Profiles for Energy Efficiency Measures

The RTF is currently soliciting proposals for the development of hourly load profiles for select energy efficiency measures. The RTF has identified several priority hourly profiles that require updates to improve the reliability of RTF work.The work is anticipated to be completed over two different RTF Work Plan years, with some portion of the tasks occurring in the remainder of 2018, and the rest in 2019. White Paper “Methodology for Estimating Energy Efficiency Savings in the Northwest” for Public Comment

At the August 14th meeting of the Northwest Power and Conservation Council, the Council voted unanimously to release a white paper for public comment, which details how the Regional Technical Form (rtf.nwcouncil.org) generates estimates of energy savings from efficiency measures. This paper also provides information on how those estimates support the work performed by organizations throughout the region, including the Council itself, the region’s public and investor owned utilities, and the Northwest Energy Efficiency Alliance.

RTF Seeking Comment on Capacity Benefits of Efficiency Load Shape Recommendation Memos

The RTF is seeking public comment on the proposed framework for assessing the load shapes associated with the development of capacity contribution esitmates, as well as the review and recommendations for each RTF measure, as completed by Cadmus. The RTF will use the feedback gathered during this period to improve the process and support the identification of next steps. Request for Proposals: Regional Conservation Progress Survey

The RTF is seeking a contractor to complete data collection and analysis for its annual Regional Conservation Progress (RCP) report. Every year, the RTF conducts a survey of the region's utilities, NEEA, and the Energy Trust of Oregon on energy savings and expenditures. The RTF is seeking data for 2017 program savings and expenditures. The findings of this data collection inform the Council on the region's progress against the Seventh Power Plan conservation goals.
