Retrofit measure, adding a heat pump to a gas furnace with smart-enough thermostat or controller to deal with it.
Ideal scenario would be significantly reducing gas furnace run time, displaced by heat pump. Gas can act as aux heat during demand response events or cold weather when heat pump can't meet needs of the home.
This is a tricky measure because it's gas efficiency that causes significant electric load building - much more than we normally see through interactive effects. The politics of this is probably really difficult but RTF setting a precedent for how to deal with this would be interesting.
