BPA and NEEA would like the RTF to develop Cold Climate Ducted Air Source Heat Pump measures using the Energy Star Cold Climate specification. We would leverage the NEEP Qualified Products List which can identify units that meet Estar Cold Climate specification. This would be a planning measure with research already underway to prove out the savings. BPA is currently metering over 20 Cold Climate units in situ to prove out capacity and performance in different weather conditions. Energy Trust already has a UES based on a limited sample of metered units. NEEA is lab testing units both for cold climate capability but also for low load performance which appears to be important for energy savings. We expect that this is a strategy to improve savings in heating zones 2&3 but also be a future avenue to eliminate or significantly reducing the need for supplemental auxiliary resistance heating in heating zone 1. This is simply a product specification measure with no commissioning, controls, or sizing involved.
