One question that came up at the meeting was the definition of a measure. The proposed changes to the Roadmap defined a measure as:

A measure is a system configuration, equipment or operating practice that results in the reduction of electric power consumption.

This essentially changed the definition from the measure representing the change to representing the efficient option. The primary driver for the revised language was to clarify that the terms "conservation" (which is defined by the Power Act) and "measure" are different. The previous definition of measure seemed to conflate the two terms. Several participants commented that the concept of change--the shift from an inefficient device or practice to an efficient one--is still important to capture the fact that a measure must have a baseline associated with it. 

After the meeting, Lauren Gage sent some alternative definitions. I would like to float the following definition by the subcommittee:

Energy-using appliance, equipment, control system, or practice whose implementation results in reduced energy use while maintaining a comparable or higher level of service.
